TECHNICAL RULES OF RIVER ACTIVITY
ARTICLE 1
INDIVIDUAL SAFETY CLOTHING AND EQUIPMENT FOR TECHNICIANS
1. Technicians registered in FSHR are required to check the operating conditions of the collective equipment, to report to the Company any defects and / or deficiencies of the material, to use clothing and personal safety equipment and to check that clothing and equipment personal belongings of the participants are in order of operation and properly dressed.
2. Technicians, during discounts, must be equipped with individual safety equipment and wear appropriate technical clothing. Failure to comply with the relevant rules for security equipment involves the application of disciplinary sanctions under the Federal Rules of Justice.
3. The clothing and safety equipment of the technicians, during the descents of the rivers from rafts, canoes or for the activity of safety kayak, consists of:
a) navigation aid, hereinafter referred to as “life jacket”;
b) spacesuit;
c) water jacket; otherwise a neoprene blouse (minimum 2 mm)
d) neoprene clothing, set or trousers, or “dry suit” type “semi-dry suit” type. The latter should be long and worn at the same time as a waterproof jacket;
e) closed shoes or sandals with semi-rigid heels;
f) rope thrower. Must be floating, clearly visible in color and declared by the manufacturer for use in rivers, in accordance with current legislation, with a minimum length of 10 meters and a minimum diameter of 6 mm;
g) knife. Must be in stainless steel also with a folding handle, of the dimensions allowed by current legislation, attached to the life jacket or body, must not pose a risk and, if possible, should be kept in a life jacket pocket or placed in a position where its extraction is easy and quick;
h) carbines. There should be three, of the mountaineering type, with ring nuts;
i) flip line, made of flat pipe strip at least 2 meters long;
j) the minimum material for the installation of rope lifts;
k) nightingale;
l) one spare paddle for every six vessels per type “R1” or “R2”;
m) ambulance bag;
n) means of communication (radio or mobile).
4. Only in river stretches defined as “very light” and “light”, as defined in article. 3, preliminary mandatory navigation aid, based on climatic conditions of the weather and river temperature the use of the material mentioned in the previous paragraph is not mandatory for the technician 3, letters b), c), d).
5. The use of a water jacket and the use of a foot-protective suit is obligatory, in the alternative of the latter, of a pair of trousers of the type “dry suit” or “semi-dry” in rivers defined as ” not “easy”, “demanding” or “very demanding”, according to the following article. 3, and in those in which special climatic conditions or low water temperature levels require it.
6. The clothing and safety equipment of the technicians, during the descents of the rivers in the hydrospeed, are composed of:
a) navigation aid, defined hereinafter (life jacket);
b) spacesuit;
c) clothing worn with trousers, complete with jacket, lined with neoprene or neoprene clothing
at the same time with a waterproof jacket;
d) closed shoes with semi-rigid heels;
e) feather or quick release feather suitable for use with shoes mentioned in the previous letter d)
f) throwing the rope. Must be floating, clearly visible in color and declared by the manufacturer for river use, in accordance with current legislation, with a minimum length of 10 meters and a minimum diameter of 6 mm;
g) knife. Must have the characteristics already shown in paragraph 3, letter g) above;
h) carbines. There should be three, of the mountaineering type, with ring nuts;
i) flip line, made of pipe strip or flat plane at least 2 meters long;
j) the minimum material for the installation of rope lifts;
k) nightingale;
l) first aid kit;
m) a pair of spare legs;
n) means of communication (radio or mobile).
7. Federal technical clothing, bearing the Federation logo, may be sold exclusively to persons or companies registered in the Federation; the one that bears the inscription “Guide” exclusively for the technical staff in good condition with the membership in the Federation.
8. It is mandatory for the Companies to provide the following individual material in favor of amateur tourists:
8.1 for rafting activities: the use of a water jacket and the use of clothing, with integral foot protection, in rivers defined as “not easy”, “challenging” or “very demanding”, and in those conditions where special climates or low water temperature levels require it. Only in river stretches is defined as “very light” or “Light”, depending on the mandatory navigation aid, based on weather conditions climatic conditions and river temperature, use of the material referred to in paragraph 3, letters b) , c) and d) above;
8.2 for hydrospeed activity: use of jacket, helmet, clothing, neoprene shoes, life jacket.
ARTICLE 2
TECHNICAL CHARACTERISTICS OF TECHNICAL CLOTHES OF RIVERS
1. The technical clothing and safety equipment declared by the manufacturer for the use of rivers must be in good working order and have the following characteristics:
a) navigation aid / life jacket (approved by the EC). It must be carried out in accordance with current legislation;
b) Helmet. Must be declared by the manufacturer for the use of the river according to the rules in force;
c) Water jacket. Must be constructed and declared by the manufacturer for river use;
d) Suit worn with dungarees or trousers. Must be made of one- or two-row neoprene with a minimum thickness of 2 mm; “Semi-dry suit” or “dry suit” pants. Must be made and declared by the manufacturer for use in the river.
e) Shoes. They should have a semi-rigid sole. Ties and closures should not be an obstacle to the correct use of straps. They should provide adequate protection and allow you to move quickly in the context of the river and perform all safety maneuvers in terms of personal safety.
ARTICLE 3
CLASSIFICATION OF WATER FLOWS AND DETERMINATION OF DEGREES OF DIFFICULTY
1. First and second degree: defined as “very light” and “light” – flat water with flowing sections;
2. Third degree: defined as “not easy” – running water as the second degree, with sporadic transitions to small thresholds;
3. Fourth grade: defined as “challenging” – river beds with successive rapids;
4. Fifth degree: defined as “very challenging”: riverbeds with challenging and steep thresholds with possible water jumps;
5. Sixth degree: the extent of the river at the navigability limit.
ARTICLE 4
COMPANIES
1. Companies, in order to make a descent on any river path, are obliged to inform the participants in a complete, true and understandable way how the descent occurs, on the specifics and any problems related to the river activity in the preconditions for was accepted, without prejudice to not being aware of any pathology that may constitute a contraindication to the activity.
2. Young people under the age of 13 may not descend into rivers in passages considered “challenging” or “very demanding” referred to in the previous Article.
3. Young people aged 13 and over can go down to the rivers in passages considered “challenging” or “very demanding”, mentioned in the previous art. 20, subject to a different assessment from the technician, where the minimum conditions of safety of the river environment allow.
4. Companies, considering that some river routes have such characteristics to be used also by people with disabilities, taking into account the different degrees and types of disabilities of users and the parameters of the difficulty of the itineraries, also taking into account taking into account the situation at the time of the discount, must determine the conditions under which this participation can take place, with the same degree of security and the same equipment provided for all other participants.
5. The company is required to prepare and provide participants with technical equipment, including “boats”, necessary for the descent. The equipment must be in good condition, in perfect condition efficiency and meet the standards required by current regulations.
6. The company is required to make participants wear safety clothing to perform the discount. It should also verify that the participants’ personal clothing is appropriate for the river environment, which has no contraindications to the activity and that facilitates swimming in case of self-rescue in the river. In particular, he should ensure that participants wear appropriate shoes for the commitment.
7. Enterprise managers are required to abide by, and their technicians to abide by, the rules set forth in these regulations.
ARTICLE 5
SAFETY RULES
1. To carry out promotional activities with the transport of amateur tourists, technicians working in affiliated companies must be covered, for accidents and civil liability, by the insurance policy set by the FSHR. For affiliated companies, RCT policy for transported persons is mandatory.
2. Each company must clearly indicate the telephone number to be referred to the offices
of emergency.
3. Ambulance equipment. A waterproof case containing a range of tools and materials suitable for first aid should be available on dinghies and in vehicles used to transport people, materials or relief assistance. For group discounts the presence of a container on every three dinghies. An ambulance bag should be present at the company naval base.
4. Numerical ratio Technician / performed on the raft.
4.1 It is always mandatory to have a technician on board for each dinghy.
4.2. It is obligatory, in case of landing by raft with only one boat:
a) the presence of a safety kayak, called a “safety kayak” carried out by a qualified person,
or
b) the presence of a cataraft or hydrospeed in tow;
c) only on river stretches defined as “light” or “very light”, and if environmental conditions at the time of descent allow it, the descent of only one boat may be permitted provided that the Federal Technician has the qualification of “Level III Guide” or higher and that a support vehicle is always available during the descent.
5. Numerical ratio Technicians / transporters in single-seat pneumatic double-decker vessels, also defined as Packraft or “R1” and “R2”. In the itineraries defined as “very easy” and “easy”, according to art. 20, paragraph 1, the presence of a technician up to six boats is mandatory. In case of simultaneous landing of more than six ships, the additional presence of at least one other technician is required. In the event that specific to small water flows, in a low flow period, the Company may decide, under its own responsibility, whether or not the conditions are met to allow the presence of more than six vessels per technician.
6. Numerical ratio Technicians / transported in hydrospeed. In the itineraries defined as “easy”, “not easy” or “Link”, in application of art. 3, paragraph 1, the presence of a technician up to 3 boats is mandatory In case of activities with a number of amateur tourists present in the water not less than three and not more than eight, the additional presence of at least one technician is required next, positioned in the group row. When there are more than eight amateur tourists, the presence of a third hydrotechnician or a safety kayak is required for every 5 additional boats. It is also permissible, in the latter case, to provide support for the group with inflatable boats instead of the additional hydrospeed or kayak safety [MB1] 7. River descent defined as “challenging” or “very demanding”, according to art. 3, paragraph 2, for amateur tourist activities by boat R1 and R2. However, it is delegated in the technical assessment whether a part of the river, even if defined as “not easy”, has characteristics in line with the amateur tourist activity of R1o R2, based on the specific road conditions and specific day. For hydrospeed, the descent of defined rivers is not recommended as “very demanding” referred to in the previous article.3
8. It is forbidden to organize descents in the stretches of rivers with crossings of the 6th degree, according to the previous art. 3, with amateur tourists.
ARTICLE 6
TECHNICAL REQUIREMENTS FOR SHIPS
1. Gomonet (Rafting)
1.1 The rafts used by the collaborators in the FSHR must be declared by the manufacturer as specific for rafting and can not be used for the transport of cargo greater than those placed and declared by the builder himself.
1.2 The dinghies used for discounts must have the following characteristics:
a) in the structure, at least three separate rooms; structural rigidity must be guaranteed by
transverse spacers tubes;
b) there should be a perimeter rope along the outer edge;
c) the lower part may consist of a single partition made integrally with the tubes by means of
bonding or gluing;
d) Fingerprints, if present, should not be an obstacle but allow
at the same time convenient use;
e) harness systems or other braking systems that may prevent them are not permitted
abandonment of the boat.
1.3 Boats used for discounts in the Specialty “R1”, also called “Packraft”, being
Small, ultralight, as well as compact and resistant vessels should have the following characteristics:
a) minimum length: 1.80 meters
b) minimum width: 0.90 m
c) minimum weight: 2.0 kg
1.4. The dinghies used for the discounts in the Specialty “R2” were small ships, ultralight, as well as compact and resistant, must have the following characteristics:
a) the structure consisting of at least three separate chambers and the structural rigidity must be guaranteed by pneumatic drums or other crucible materials. The end may also consist of a single partition made integral with connecting or gluing tubes;
b) harness systems or other restraint systems which may not be permitted

1.5. Load tables are determined by the manufacturer.
2. Kataraft
2.1 The cataract must be of suitable river navigation materials, declared as such by the builder, and provide at least two separate air chambers for each hull.
3. Hydrospeedi
3.1 The hydrospeed used may be in plastic or foam. For those who are in the foam should be used hydro with the right size in relation to the weight of those who will use it. It should be free of belts or others, like a sealing system. The fins can be long or short.
4. Safety kayak
4.1. The safety kayak activity can be performed with personal kayaks or supplied by associates. The boat must be equipped with internal reinforcements to avoid kayaking and the rest of the legs (not the pedals).
